Help with camera control

I just purchased a Thrustmaster T100 Force Feedback steering wheel but when I open a game, the camera points directly down. I can move it with the arrow keys but as soon as I take my finger off the key, the camera returns to a directly down position. I've done drivers, config, options etc... but no success. If I unplug the pedals then the camera behaves but then I'm back to the keyboard for tractor movement. I just don't know if it's a setup issue or if the wheel/pedals are defective. Any help would be greatly appreciated.
