New dedicated server not showing up in 'server browser'

I am unable to locate the server which is on a dedicated box. It doesn't show up for anyone else, either.

I am able to visit the website of the server the dedi is hosted on.

So, I discovered that I have to re-activate it on the server, which I have done. It seems to now be working. Is it possible there is something wrong with the install, that causes it to have to reactivate on server restarts?
