Skilled worker Mod idea/request

I think it would be cool to have a mod that lets you hire a worker you can name that you can level their skills up, the hire skill level in that skill will do the job faster but cost more per hour. So John is skill 1 and is $9 an hour but Bob is skill 10 and is $30 an hour. Having it able to be single player and multi player would also be preferred.

I am not sure if this is possible so I am throwing out there hoping to catch attention.
