Shaders?

Recently I restored my old windows 7 desktop to factory specs. when I installed my simulator, I get a message that I need "shader model 3.0". I have never seen this before. Any ideas where I can remedy this situation, Or how to fix it? Thanks for any help. I love this game, can't wait for 15 to come out.
