Slots represent the available video memory on the console. So big maps take more slots, mods with large textures or high poly count take more slots.

A PC can have more available video memory and can also exceed the available video memory. The PC will then shuffle data from video memory to DRAM.

You need to see which file the decal points to (albedo map), it might not be in the mod folder. It might refer back to the original images from the base game vehicles.

Change X to something larger than 2. I believe what you want to change is the the terrainLODDistanceCoeff. There is no way a modder can know this in advance. The slot count has to come from Giants when they upload it to the download servers for testing on Console. Only then can Giants see it and then report it back to the modder. But Giants themselves have to enter the value in the description.
