I've paid for his "Dashboard" little program like $5 as there was some discount on his website back in the FS17 days and I was very happy with the software. It is not a mod but a piece of software so, yes he can charge for it. I'm sorry but I wouldn't pay $20 for it. I think it is a bit over the top...

You would have to edit it in Giants editor 6.5 remove all the shaders then edit all the xml files. You can always export the chassis and other parts as .i3d and import it to existing FS17 truck.
