And the same problem continues in patch 1.3.0 beta.

It's fixed in patch 1.3. There is no need to plow the field after sunflower harvest.

It's gonna be fixed in patch 1.3 I presume. I play 1.3 beta right now and I can fill the Tempo from placeable seed station.

No, it's not possible to fill both bays with the same material after the patch (as it was before).
