Yes, any reduction in poly count would be done in Blender.

Yes, it's a simple thing to do.
Also for any objects near the shore you could change the Object Mask to ff03ff causing them to make a reflection on the water surface, possibly the distance hills too.

If you're on PC the only way to alter the water plane is in Giants Editor.

As a start try checking the direction of the normals on your object in blender. In Edit mode turn on Face Orientation in Viewport Overlay - The faces on your model should be blue, if any are red then the normals for that face are facing the wrong way.
