Yes, any reduction in poly count would be done in Blender.
Have you taken a look at some of the Giants in-game map buildings? Should give you a good idea of how to approach this.

Yes, it's a simple thing to do.
Also for any objects near the shore you could change the Object Mask to ff03ff causing them to make a reflection on the water surface, possibly the distance hills too.

If you're on PC the only way to alter the water plane is in Giants Editor.
Check out how the water planes are set up on the Haut Beyleron base game map.

As a start try checking the direction of the normals on your object in blender. In Edit mode turn on Face Orientation in Viewport Overlay - The faces on your model should be blue, if any are red then the normals for that face are facing the wrong way. The process is essentially the same between Fs19 and FS22. Both will use a normal file in conjunction with the ocean shader applied. The file locations will differ slightly.
