Might be modable / map specific currently? Playing Lone Oak Farm recently I realized resetting my tractor set my maintenance level to 0 (as though I'd had an accident I guess... which I had!). Perhaps look up Shywizard on YouTube, I was looking for a prairie grass to bring into NML and his videos helped me do it. It's not too complicated, but not that easy either.
