I don't think so. As far as I know, you need the required number of players to start a private match. It would definitely be a nice feature for practicing strategies, though.

If it's not loading automatically, make sure the header is unfolded and the trailer is attached correctly. If that still doesn't work, it might be a mod compatibility issue rather than something you're doing wrong.
