Had the same issue, but only with some modded balers and the twine addon. Turns out the two i tried, wasn't in the list of supported mods, not had they been made twine addon ready by the modder.
As soon as I used a mod on the supported mods list, all worked as intended again.

Yes you can turn off crop growth. It's in the settings ingame I don't believe there is a way to turn growth off in the game settings, it was either 17 or 19 that had that option, but it was removed in 22, not sure why Giants did it.
