Just to add I've been testing it on a fresh save on GCV, no mods except CoursePlay, follow me, auto unload for round balers, the McHale wrapper and creator tools (to cheat the money in) to rule out conflicts.

Grass bales will always rot with seasons. It's just hay and straw which can be left uncovered if the map isn't seasons ready.

Surely growing crops in places where crops grow naturally is more desirable than farming in a desert by (presumably) pumping water from aquifers? I would like to see some form of agronomy in the game, introducing pests, weeds, fungi, pH and nutrient levels à la FS15's soilmod would add another level...

You could test it by starting a new save on goldcrest valley, deselect all mods except courseplay and try it using in game equipment to rule out a mod conflict. Are you saying that the grass doesn't grow if you leave it in the field? The first stage after sowing is harvested (weird I know) and grass doesn't grow every transition like other crops, just certain times of year. These factors could make it seem like the grass isn't growing, but given enough time...

If you planted barley in summer, that was outside of it's planting window, and would be why it reverted to a harvested state. This is done to show that the crop failed to germinate.
