jerky vehicles

I saved & quit game & when I logged back on it wouldn't let me do anything. so after 3 tries I reset vehicles. Then went on and all vehicles were gone. so I purchased a 4 wheeler . tried to drive it & it was real jerky and really slow. It would take 2 second for it to react when you turned wheel or tried to go forward or backup. So here I sit with my game not working what should I do? Help.
