Foliage paint problems

I’m almost finished editing my favorite map and am currently painting the starting crops in fields. For whatever reason I am not able to paint any foliage. I'm well aware of how to turn paint mode on and use the proper channels for each crop. I can't even paint grass. If I go over an area that already has curtailed grass, it will only remove it, even though my brush is set to add. Sometimes a random crop will paint but only in small random areas, and it is seldom the crop I have set. What's going on here?
