I have just downloaded and installed the latest FS15 update.

However when running the update application an error poped up, to which I pressed ignore and the update finished.

I have tried to run FS15 and now I am getting an error that says:

"Windows cannot access the specified device,path or file. You may not have the appropriate permissions to access the item."

Why is this happening?

I would uninstall and then reinstall FS15, and then try the update again.

Did you install the update by right clicking and "run as administrator"?
Can you say exactly what the error message said?
As already said by JohnDeere318 you could try to uninstall and then reinstall the game and the update (with full administrative rights). Before that you can post the log.txt of the game (how this is done is described in JohnDeer318's signature), so we can see if your update was successful.
