iCloud not syncing between devices

I've been playing on my phone for a while and I wanted to play on my iPad and not start over.

Same login on both devices, I upload to the cloud on the phone but nothing shows up on my iPad.

It creates a dat 2 file for the iPad. I can see the difference between the file names. It just doesn't pull anything. I've tried deletion everything and different orders I even wiped iCloud from the iPad and reinstalled it but no luck.

Already searched but came up with nothing.

Any help?
