we have confirmed the official release times for FS19. Please see the picture below for details.

I think for PC/MAC the game will be released at the same time everywhere since 00:01 CET (20th) = 23:01GMT (19th) = 18:01 EST (19th)

The Release on PC/Mac is world wide at the same time. So midnight in Europe is the same as 6pm at the US east coast and the same as 3pm at the US west coast.

For the PS4 it's a bit different. We have two different release times. One for Europe (midnight in Europe) and one for the Americas (midnight at the US east cast == 9pm at the US west coast).

And the XboxOne is different again. It releases at the local times at midnight.

Anyway, I'm just at the time of CET, and as soon as it's already midnight it will be automatically downloaded by the steam. It only remains to wait for the streams
