Can anyone tell me is there a way to change the hydraulic speed on fs17 like you could on fs15?

Hydraulic speed? Are you speaking of vehicle speed? I guess you could call it hydrostatic since all of the vehicles in the game drive like a CVT. There is the normal cruise control function, activated with 3 and increased/decreased with 2/1 if you are on mac or pc. Not sure what the controls are for console.

No the speed of the stick and boom for machines im playin on xbox one and the previous fs15 for xbox 360 you could adjust the speed of the hydraulics on the stick and boom. I just find the default speed is a tad slow for me...i didnt know if there was a way to amp it up or not.

Gotcha, have to wait and see if anyone else will chime in, I am not familiar with the console version.
