i haven't really done anything with bales in FS2017, but was wondering if you can make silage bales with straw?

Not as far as I know, I've only been able to do it with grass, not hay, but grass.
Playing in Pacific Northwest (NE Oregon) on Xbox One and PC.

Silage is per definition wet material (often grass) that is compacted or wrapped into an airtight environment to make some good food. So no, straw can not be used since it nearly has no nutritional value (and it is dry, unless it rains on it). Hay is dried grass so there is no need to wrap it.
This is IRL things and the game does model this aspect like reality.

With the square bale wrapper you can wrap hay bales but it transforms them into grass bales when the wrapper picks up the bale. This is convent if you want to make a mix of hay and silage bales in a field and your not sure how much to tedder. You can tedder the whole field and then wrap the bales you want and leave the rest as hay.

Straw bales wont get picked up by the square bale wrapper it will say the bale is the wrong type.
