T9 has tier A and tier B on the US website

Yes, the T9 in FS17 it Tier 4B, and also the T9.700 is tier 4B

According to the New Holland Agriculture web site there are 11 different combine/harvesters. there are 11 different classes of tractors with anywhere from 5 to 14 different horsepower ratings. Also in the T-6 & T-5 category there are 2 different styles of tractor. If giants had the licenses for all of these units the price of the game would be in the $900.00 dollar US range.

Those Tier 4A and 4B designations are emissions reduction ratings. Starting in 2011 the EPA started a 2 tiered approach to emissions reduction known as 4A and and by the end of 2014 a 90% reduction of emissions was known as Tier 4B. So there is no baring on the game at all, just the engine runs a little cleaner.
