Will I be able to run Fs19 on my PC

It'll likely take SOME hit over FS17 but I can't imagine it to be too great a hit since the MAX map size isn't changing. If your running medium / high settings, expect to maybe turn a few settings down... but if your able to max it out I wouldn't worry at all.

Aha, we've the same processor Graham. It's old, but still holds it's own. Although, graphics... I am running the Radeon RX 560 4GB. Plays what I want it to at least, and FS17 I have on the highest settings with no problems at all.

I usually play ls17 with the geoforce experience optimization with very high graphics, without antilaising and without shadows, 60 fps.

I haven't seen much mention of how these specs compare to a PS4. I've been trying to compare myself but I don't know enough about hardware to decide if it's good or not. Will the new game and optimized engine still work nicely and look better than FS17?

Rumors ? FS17 has already 10 GB (atleast on Steam Version) and FS19 is getting a lot More Vehicles and Stuff. Also remember the Graphics got a Upgrade also you can do really more with the Maps than now.
You can Place everything in your area etc. This takes a lot of Space so 20 GB of free disc space is more real than this is a rumor..
