Probably because that's the model they had to work with , modern dairy herds are usually made up of one breed and they certainly aren't horned. It's maybe also because that's what most people think a cow should look like regardless of its purpose

I would also offer that, though it may not be technically consistent, it introduces an element of visual variety/diversity. Otherwise, I suspect many who may not know any better would come here with pitchforks accusing Giants of being lazy and re-using models *sigh*
