Dedicated Server will not Start

I have a VM with Windows 10 and FS 17 installed via Steam. I execute the dedicatedServer.exe and login into the Farming Simulator Dedicated Server web page. I have configured the server to my liking and then click start. A Steam pop-up asking to confirm if I want to launch the app is displayed and I click Ok, then a separate console window executes and I can see data being loaded. It always stalls out when loading the following:

Steam Version wont work as dedicated

There are two problems:

1. Each copy of the game - including the server, needs its own license.
2. Steam doesn't provide the license key that the server is looking for.

So to use a dedicated server, you need to buy another copy of the game directly from the Giants web site. You cannot use your Steam copy as a dedicated server.

And yes, it's kind of dumb. I've never seen another game that requires a second license to run a server. I only take solace in the fact that this means I could let a guest farm with me if they come over to hang out.

Actually I would disagree. I was administrator of dedicated server for two years and here is how I see it:
Server alone cloud be treated as a separate player - the manager. It doesn't interact (simplifying) with game but supervises it, and because you, as an owner, can leave it and let other players playing you should consider that software is still in use, thus license is required.

Keep in mind that you can start dedicated server on the same license, but cannot play on it at the same time, because that would mean you run two game engines (one on server and one on client), which in turn mean that you run two copies of the same license. The same case is with two client copies on yours two computers. You can install two at the same time and use them alternately, but not in the same time.

You can justify it however you want, but that's still not standard practice in the gaming industry. Every other game I've ever played that has a dedicated server either has a free download for the dedicated server, or allows me to use the same license to play and host at the same time.

Quake? One of the first games with dedi servers. Server was free.
Minecraft? One of the best selling games of all time. Server is free.

I could probably come up with a few reasons that Giants went this way... but that doesn't change the fact that doing so is highly unusual, and it's disappointing to have to buy the game a third time to host a server.
