dediserv only creating on internal network

I am trying to run a dediserve on my other pc, bought the game and dlcs, ran the game and saved a map.
when i then go back to open the dediserv app it only creates it on a internal network, 127.xxx.xxx.xxx
I have tried every reset for all my network, disable antivirus firewall, opened ports on router, used the dmz.
Fresh install so i doubt it's the game but wondering if anyone has had a problem like this before.
i am scratching my head and pulling out fluff....
