DLC's Not Showing Up

I am attempting to activated the platinum DLC on a server that we are running on a friend's PC, purpose-built for an FS22 dedicated server. When I am in the management portal, I am unable to activate the DLC, as I was able to when I rented a server.

Here is my question: Is it necessary to purchase the DLC for the host machine in order to use it?
