Is it possible to add a second UV channel to a FS 19 model without importing it into Blender in order to add parallax to it?

Nope. GE has no way to edit/create UV maps.

To achieve the parallax effect in a building you have to use the building shader which requires a second UV, for parallax you set the shader to customParallax and insert your custom height map in place of the default height map in Custom Texture 4
