I have modded for the Fallout games (mainly for New Vegas) but the Bethesda Creation Kit has an amazing function for cluttering (world decorating) called the object palette. In a nutshell it makes decorating very easy, but here is a short vid on what it is basically:
Admittedly, I'm green and wet behind the ears regarding the Giants Editor, so I don't know if we have similar function under a different name. However, if not is this doable for the editor?
