Rear Trailer Hitch attachment Problem

So I've got my trailer hitch setup on the back of my trailer mod showing, I've got it in my XML file also. I go into the game and everything is there but yet for some reason it will not let me attach the dolly behind my trailer. I've compared what i have to other trailer mods that have trailer back hitch attachment and I'm stumped because everything looks right and it should work. I'm at the point now that I think I'm missing something and I'm just not seeing it. Any thoughts or tips that I may be missing? (This will be my 2nd mod that I will upload if I get this working).
