Can anyone tell me why pc is getting all the best mods and xbox isn't?!?!?

Do you mean that the mods that say they are for console but do not appear in game modhub

In simple terms, many more mods are made for PC. A lot of modders don't or won't convert them for console plus they have to be sent to Giants for testing.
A lot contain scripts which aren't allowed on console
And this year the testing I've heard is even stricter.

As well as the reasons given above, testing is stricter for console than pc. So if the modders choose to make mods for all platforms, they may not get passed on all platforms at the same time.

Though the testing process is similar, console and PC have different criteria, with consoles being subject to additional criteria imposed not only by the hardware, but by the console OEMs as well.
