Is it possible for new textures for vehicles or surfaces

Is it possible for modders or giants to create a new texture for vehicles or painted surfaces. For example a mutli colored farm truck or trailer, rusty body panel or etc. Of course non branded vehicles like lizard or made up brands. Another example rust or oil stains on ground. Could add a lot of realism to the game or if not maybe future farming simulator titles.

Is this question in the correct place? I figured the modders would know, if not possible that's ok maybe the next fs game will.
