Gates and shed doors on mulitplayer game

Just recently starting having an issues where gates and shed doors are only able to be opened by farm Id 1
No other farm is able to open any gate on the map, even if they purchase the land that its on. Its also not
just one map, its every map with gates and shed doors. Have also tried without any mods in the folder besides the map
so mod conflict is out of the question. Any suggestions or help in explaining how to change this would be appreciated
