Clearing a map

Hi guys, i'm sorry i this has been asked before, but i'm starting to make my first map, however it looks like i'm falling at the first hurdle, i have deleted everything apart from the terrain yet there are still bushes and i cant do anything where the roads where, i hope someone can help me with this, thanks

Bushes are a foliage layer that has to to be painted and erased in the same manner.
