Change Ownership - GE 9 ? ? ?

I needed a small area to put a placeable building, so I got rid of the car sales next door to the store. I then selected the Terrain info layer paint mode" (the blue brush with an i). I went to the "Info Layer Painting" panel and it was already set to "farmland", now this seems to be the default option when the editor is opened. I've done this a ton of times in 17 and 19, I hover the cursor over the start point fields I own, hit Ctrl+R and the ground turns white. I moved down to the store and car sales plot, paint, and the ground area is now white. I get into the game, and when I try to place anything, I'm treated to "you don't own this land".
Has something changed in GE 9, or do I need to edit something extra in a xml?

You might need a new save. or save a new game and copy over farmland.grle.

If I start a new game it works, I've never had to do this with 17 or 19.
I see a farmland xml, but I don't see a farmland grle file in my savegame 1 folder.

My bad, there is no grle file in saves. Which is odd, because then it should load edited grle file from mod.
