Changing weeds growth

Hello,
I am new to FS modding (while beeing software developer for many years) and I would like to create a small mod bundle starting with a mod changing the weeds growth. To be honest: I do not know where to start. I would like to "hook" into the weed growth moment and overwrite the default behaviour to change the ammount and growths state of the weeds depending on other factors like the fertilizing state of a field.

Is that possible overall and where should I begin?
