Kuhn DLc on steam marked as not released

On Steam pre-orders was available like all other platforms, i know is just a game, but at midnight CET people with PC version was able to download, and seen some screenshots of consoles with Kuhn DLC in game.
On Steam, the DLC at midnight was marked "availablein 17h" (5pm central euro time), is this right or is something wrong and DLC will be released before this evening?
