Dedi Server Ping Variation

So this is an odd issue.

We have a dedicated server

Specs: 6 core Intel Haswell, 8 gigs ram, Gigabit Fiber

Pings on game start at 30ms then rise to 500+ms before dropping back to 30ms and repeating the cycle.

Has anyone ever seen this issue?

I should note I just went through a troubleshooting process with our hoster including running the game server alone on the server, freshly installing the server, changing process priority, running without mods, redoing the network settings. Nothing changed the issue at all.
