It would need converting no? Plus the consoles don't scan for viruses or broken Files I don't think

no there is no way. Internet isn't difficult to find these days. Take your console over to a friend's house who does have internet, download mods, go home and play.

The ps4 does some sort of check and if there is no internet connection you can't use mods and any mods you had in a save will be lost if you save it.

yeah i know. question was more likely if there is a way to get mods to console without connecting to internet. my mates console WiFi isn't working and its out of warranty already

Your friend could also buy a USB cable. There is a port on the back of the console for plugging an ethernet cable into and downloading that way.
