user generated contect is blocked in profile (XB-ONE)

My son is trying to play FS17 and he is unable to use the mods including the paid DLC! The error message is "user generated contect is blocked in profile". I've checked his profile and use my parental control panel on both the xbox and the microsoft.com. There is no location that blocks user generated content. Online play is "allowed".

How can this be fixed?

Update:
After updating his profile to allow Ao games and NC-17 movies and then full rebooting the console it works. This is not a valid long term solution though... what setting has been hard coded into the game for the DLC and Mods to work?

I use parental controls for my son as well, and I can't remember the exact setting, but there is a setting that relates to things like "community" content, I believe (it's been a while)? I had enabled it so that he could see and use user generated content in Forza Horizon 3. It may be the same for mods and DLC in Farm Sim.
