Only able to hire 3 workers Xbox 360 FS15?

I am only able to hire up to 3 workers. I have read there was a patch that bumped it up but I downloaded and purchased all DLC and nothing worked.

I think it may have only been PS4/XB1 that were updated to have more workers. The PS3/XB360 were already pretty limited for resources in 13 and you could only have 3 workers. I moved up to a PS4 for 15 so not 100% sure on that but I don’t think the older consoles have enough power to have more workers.
