fuel and milk triggers

I am using the kotte fuel tank and when I empty it into a composter fuel tank where the fuel just goes into ground it is only putting about 9000L of fuel in out of 22500L The tech tank mod does the same thing. Does any one know what could be the issue, it has done this in a few maps. I did take all my mods out except the tanker mod and map same deal. Also does it at the in ground milk triggers.
