f4 and f5 not working in game

For some reason my f4 and f5 keys are not working. They work on the keyboard, as I've checked on a site that checks keys pressed. It's just in game I can't get the wire mesh mode. I've never had a problem until I got a new PC and I saved my old hard drive and added steam on the new PC. At first I didn't redownload any games, I just copied them over from my old hard drive. Not sure if this was the issue, so I redownloaded FS17 and still have the same issues. Also, not sure if its related or not, but in multiplayer, no matter what server I play on on I keep getting lag spikes that go from 30 ping to 1300 ping making the game unplayable. Never had these issues on my old PC.

Have you tried port forwarding?

No, i think it was 2 problems. One i reset my router and that fixed my landline internet. It became stable, but slow. Slow is normal. For my fast internet, i think it was my phone, used a hotspot on another device and it works fine.
