What Big said. The server sets the rules. So if the server uses, let's say the Big Bud DLC and a mod map, then everyone who wants to play needs to match the rules and that means they need Big Bud and the map as well.

On console (assuming PC as well) you have to match the mods list (paid and modhub) as well as the version. Differing versions will prevent folks from farming together.
