If this works ok for paradox then hopefully we can see a lot more freedom with other game developers that rely heavily on mods.

Could we'll see pc mods make their way to console after all if giants can come to some sort of arrangement with Microsoft.

Obviously not all mods will be available due to control limits but a lot of other stuff can be made available to consoles without modders having to adjust them accordingly .
