No internet no dlc?

Went to play fs earlier today and noticed all my Kuhn dlc was missing from my map. Didn't know what happened, but noticed my internet was down. A few minutes later my internet came back on and I went back to play and all the equipment was back. Was this supposed to happen when the internet is down? And if so why? I play on xbox1. also why none of the other mods disappeared?

Yes it was selected but the little box with picture on the left hand side was just black. When the internet came back on the little picture came back.
