Both the map and vehicles mod will only download a certain percentage and then start over mutiple times, then it will say failed. Anyone else having that issue?

Yes, this is perfetly normal as of now - the servers are experiencing heavy traffic. Keep trying and eventually you should be able to download the mods completely.
