possible problem with Multipurpose Hall xbox1

I notice on GCV if you have Multipurpose Hall placed on your lot. During seasons using American Seasons it will not snow if you have the Multipurpose Hall. Snow will be on the forecast and will not snow. I even try it with snow season mod same thing. I stared with a new file on gcv using snow season mod. There was snow on the ground. I clear away an area big enough for the building and still would not let me place the building. Am I the only one with this problem? Thanks Nick
