No cultivation or planting contracts?

Using Latest patch available

I put in 70 hrs on Felsbrunn and now have over 40 hrs on Marwell. I don't have cultivating or planting contracts available on either. I have plant growth turned off, and only turn it on when I'm ready to move on, I'm simulating seasons, kind of. Anyways yesterday while playing I did a harvesting mission, and finished it. I look in my menu and for a split second I had a cultivating contract, I went to click on it and it just disappeared.

My question is
1. Does anyone else have this "issue"?
2. Is this because my plant growth is off currently?

It could be due to you having growth off as that would affect the whole map.

Without growth the fields don’t progress as they normally would.

I don't get any cultivating contracts on Ravenport, even after 60 hours or more played.

I have seen sowing and planting come up regularly though.

I also want to add that as soon as I am done harvesting, the fields I do these contracts on end up planted already.

The field cycle for the npc field is rather quick. I left a bug report for the 1.3 beta, but its possible the issue I reported is also with 1.2. One of the npc fields was in its second or third growth stage. Selecting the fertilization contract for the field would set it back to its just sowed stage. On the Ravenport map, the big npc fields I work with go through most of the standard field cycles, but spreading lime is not one of them.

I started a new game with the 1.3 beta. The contracts that I have noticed is cultivation, sowing, fertilization(both stages), weeding, harvesting, and plowing. Once in a while you would have a field with the cutting to bailing process.
