FS19 and Hori Apex steering wheel/pedals -Help

Hi,
My son has been happily playing FS19 on his PS4 PRO using the PS4 Pro controller but now also haS the Hori Apex steering wheel and pedals.

We can't seem to set up the game so he can use the wheel in conjunction with the controller - to use it to steer and drive, and the controller to look around.

Is this possible?

When using either the wheel or the controller all he can do is go back to the PS menu and switch devices - controller to wheel and vice versa.

How can we set both up to work at once!?
