I also just discovered that! How does it work? Is it as simple as placing near an animal water trough?

Yes. It’s only meant to keep enough water in your pens so the animals won’t die. Note that the animals health will never reach max unless the water is filled manually.

I tried to be smart and use it on a couple of the greenhouses in Sussex farms and sadly they didn’t want to work any one else try this and have better luck?

I think they only work with animal pens.

No, it don't charge you for the water... the water is free. It's the electricity it takes to pump said water that you get charged for!
