Ps4 mod space

Hi
i have the problem that my ps4 has 424,1 gigabyte space left to use (freespace)
But i can install like 1 gigabyte mods is there any way to adjust this so i can install more mod.
a friend of mine coud install all the mods he said that he has EVERY MOD on ps4

He doesn't. He might have every supposedly "top" mod (excluding maps, of which he can only have a few at any one point) and doesn't realise that there are hundreds of other mods not shown by default. Either that or he's lying through his teeth.

There's 1,656 mods available for console according to the ModHub website. It's not possible.

BTW the limit is imposed by the console maker MS/Sony. They would rather you use your drive space for paid games, rather than free mods. Like a car company telling you you can only put 10 litres of regular gas in your car, and the rest has to be premium. Oh wait, that doesn't happen.
